John O’Callaghan is the Secretary/Manager of the South Columbia Basin Irrigation District, having served in this capacity since 2021. He brings over 33 years of experience working on the Columbia Basin Project, including 24 years with the Bureau of Reclamation in Ephrata, Washington, where he held the position of Supervisory Engineer and Manager for Irrigation Operations and Technical Services. John earned a BS in Agricultural Engineering from Washington State University and is a third-generation Coug. He is also a graduate of Washington AgForestry Class 28.
